England has decided to keep all national museums free for visitors from both inside and outside the country. The government had explored whether charging overseas tourists could improve museums' finances, especially given funding pressures. However, after consulting with museums, tourism leaders, and cultural institutions, ministers concluded that charging international visitors might discourage domestic attendance and would not distribute benefits evenly across the sector. The UK's fifteen national museums, twelve of which are located in London, have operated on a free-admission basis since 2001.
