Hand over the goal, not just the task

'Do X' creates a task-doer. 'I need us to achieve Y — I'd like you to own it' creates an owner. Framing delegation around the outcome and their ownership invites them to think, not just execute.

Give authority with the responsibility

People own what they control. Be explicit: 'You have the call on how to do this.' Delegating responsibility without authority breeds frustration; pairing them builds genuine ownership.

Express confidence

'I'm giving this to you because I trust your judgment' does enormous work. Communicating belief in someone raises their commitment and performance. Ownership grows where confidence is shown.
